RFP vs. Bid
While low bid can be a good strategy for
buying most products, it is not necessarily the best approach
for purchasing services. In the utility industry, low bid will
often get you the lowest quality. An RFP is one way
to assure a more subjective analysis of bids by providing utilities
the flexibility for awarding on a basis other than just “low bid”.
In answering an RFP, service providers need to make the case
as to why they are the best fit for any particular project
and will put forth their best effort not only in price, but
in their approach to the project. This gives the utility the
ability to decide not only who can do the work for the lowest
price but who will ultimately provide the greatest overall
value to the utility.
